Portions of east central Ohio, including the following areas, Belmont, Carroll, Coshocton, Guernsey, Harrison, Jefferson OH, Monroe, Muskingum, Noble and Tuscarawas, southwest Pennsylvania, including the following areas, Greene and Washington, and West Virginia, including the following areas, Brooke, Hancock, Marion, Marshall, Monongalia, Ohio and Wetzel. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. ADDITIONAL DETAILS
